Research Program Research Project Performance and monitoring plan for the North Australian Indigenous Land and Sea Management Alliance’s Turtle and Dugong project
The Issue The North Australian Indigenous Land & Sea Management Alliance (NAILSMA) is an alliance of Indigenous organisations across north Australia engaged in practical natural and cultural resource management activities on the Indigenous estate. NAILSMA has recently signed a contract with the Natural Heritage Trust to deliver a cross-jurisdictional project titled, ‘Dugong and Marine Turtle Management Project’. This project aims to develop practical, Indigenous community driven capacity to better undertake dugong and turtle management in up to five locations across north Australia. NAILSMA requires a Performance Assessment & Monitoring Plan (PAMP) to be developed for the project. This Plan will provide a comprehensive and rigorous framework for:
developing a monitoring and reporting programme for the project, and
assessing project performance against targets
CSIRO Research CSIRO will develop the PAMP in close consultation with the project personnel and relevant organisations, particularly the Monitoring and Evaluation unit of the Northern Territory Government. The PAMP will provide the framework for a transparent and objective assessment and monitoring system to assist NAILSMA in developing effective Indigenous community-based initiatives for dugong and turtle management across the northern Australia.
The PAMP will provide a framework and tools to enable assessment and evaluation, at both the sub-regional and whole-of-project scales, of: :
progress in meeting designated project milestones,
progress in contributing to or meeting project objectives with respect to government natural resource management planning processes across north Australia,
the effectiveness of project activities in meeting objectives over the current funding period (2.5 years) of the project, and
the effectiveness of project activities in contributing to progress towards longer term objectives beyond the current funding period
